The plan is based on the comprehensive research of Baicheng County’s geographical environment, tourism resource characteristics and industrial development status, etc. The anchor of the project is the resource advantages Baicheng has as a Chinese Grotto Ancestral Garden and Southern Xinjiang Silk Road Oasis. The Qiuci World Cultural Heritage—Kizil Thousand Buddha Cave, Tierek Hot Spring Town and other important scenic spots are the core attractions. The five holistic tourism development strategies are put forward to build tourism special structural system with One Heart, One Belt, One Ring, Two Districts and Two Ancient Roads. The new plan realizes the holistic coverage of the tourism industry.
